Policing Plan

Under section 6 of the Police Act 1996 as inserted by new section 6ZB of the Police and Justice Act 2006, before the beginning of each financial year police authorities and forces are required to issue a Policing Plan setting out:

• The police authority's policing objectives for the policing of its area during the year; and
• The proposed arrangements for the policing of that area for the period of three years beginning with that year.

Further:

• Policing objectives must be consistent with the strategic priorities determined by the Home Secretary under section 37A.
• Whilst the Policing Plan is issued by authorities, it is to be drafted by the police chief officer and submitted to the authority for consideration. The police authority is required to consult with their chief officer before issuing a Plan that differs from that submitted by the chief officer.

Authorities must consider any views obtained by them in accordance with arrangements made under section 96 of the Police Act 1996.

Content

Whilst nationally there is a varying approach taken to style and depth of content there is a minimum requirement that the Plan will include:

• What the authority expects the local force to deliver in the three years of the Plan in terms of national and local priorities, linked to a more detailed plan for the coming year.
• The forms and types of consultation undertaken and how this has influenced the authority's decision making.
• Resources, Efficiency and Productivity Plan outlining the resources expected to be available and planned efficiency and productivity increases.
• How the force's performance will be measured and judged.
• Findings and subsequent actions from audit and inspections, including plans to meet agreed standards for Protective Services.
•  As responsible authorities under the Crime and Disorder Act 1998, consideration of priorities agreed by local Crime and Disorder Reduction Partnerships and what policing contribution is to be made to their plans and Local Area Agreements.
• Information on collaborative working between local and other police forces.
• Proposals to change or enhance public accessibility to policing services.
• Steps being taken to increase police visibility and reassurance.
• Explicit reference to the Race Equality Scheme and how compliance with the Human Rights Act 1998 and other initiatives is achieved.
• How the Quality of Service Commitment will be met and satisfaction improved.
• Recognition of workforce matters in such as cost v quality, procurement processes and contract management.
• A report on the outturn of Statutory Performance Indicators.
