Police Authority Management Board

The Police Authority Management Board has been delegated power to carry out the following:

  • To establish terms and conditions of service, consider and shortlist applications, conduct the formal interviews and make the appointments in respect of senior Authority appointments and of the Independent Members of the Standards Committee
  • To exercise the powers of employer in respect of Police Authority Staff
  • As the need arises, to agree with the Police Authority written protocol(s) for line management arrangements consistent with s15 Police Act 1996 (as amended) and with paragraph 1.1 above in respect of (a) such Police Staff as may be for any reason under the day-to-day supervision of a member of Police Authority Staff;(b) vice versa or (c) Chief Officers
  • In consultation with the Chief Constable, to approve arrangements for the recruitment and selection of those non-warranted Chief Officers of NYP, to make appointments to those posts and to determine the conditions of service which apply to those posts.
  • To secure appropriate independent support and advice for the Authority
  • To develop an appropriate ICT strategy for the Authority and its members
  • To monitor expenditure against the Authority's budget
  • To maintain and develop the Authority's Risk Register.
  • To prepare, review and monitor the Authority's Business Plan
  • To carry out self-assessments of NYPA performance against industry standard benchmarks
  • To develop strategies to ensure that members' skills and expertise are utilised fully, including the provision of appropriate training and development of members
  • To ensure that all members and staff receive diversity training
  • In accordance with the overall Service Community Engagement Strategy, to deliver and monitor strategies and plans to ensure that
    • The Authority operates in a transparent and open manner
    • The Authority has a high profile and standing
    • The Authority is known in the community and its role understood by local people
    • The Authority undertakes regular surveys of public satisfaction/confidence in itself (in collaboration with the Citizen Focus and Engagement Forum)
  • To approve arrangements for the recruitment and selection of ACPO officers of NYP and to make appointments to those posts.
  • To develop strategies to ensure that the Authority has a constructive but challenging relationship with the Chief Constable/Chief Officer team
  • To consider and approve all matters relating to conditions of service of Chief Police Officers including

    • To consider and determine all issues falling to be determined by a police authority in connection with the operation of the national bonus scheme for Chief Police Officers and in particular
    • to consider and to hear representations from Chief Police Officers in connection with their overall Performance Development Review (PDR) assessment and
    • to determine whether a bonus should be paid to a Chief Police Officer and, if so, what level of bonus that should be.

In exercising these delegated powers, the Board should have regard to the need to consult the members of the Authority where it is appropriate and practical to do so.

  • Without prejudice to the statutory duties of other organisations or the Secretary of State, to ensure that the Authority reflects the diversity of the community it serves and, in this regard, to conduct final interviews of candidates for Independent members of the police authority and to recommend the Authority on appointments to be made.
