North Yorkshire Police Authority has welcomed the Policing Green Paper published today by Home Secretary, Jacqui Smith.
The Green Paper, published in response to the recent Review of Policing carried out by Sir Ronnie Flanagan, Her Majesty’s Chief Inspector of Constabulary, sets out the Government’s ideas for further reform of the police service.
The Government’s proposals include
• further development of neighbourhood policing
• provision of local crime information to communities
• reducing the burden of bureaucracy on police officers
• reducing nationally imposed targets
• ways of improving leadership skills throughout the police service
• improving accountability of policing through direct election of community representatives on policing matters

North Yorkshire Police Authority has launched a recruitment campaign aimed at attracting four new independent members.
The new independent members will work alongside the existing 13 members to secure an effective and efficient police force for the communities of North Yorkshire and the City of York. The role of the Police Authority is to set the budget and strategic direction for local policing and to hold police to account for the delivery of an efficient and effective service.
Members of the Authority normally serve on the Authority for a term of 4 years and carry out a range of activities including:
· Attending formal Police Authority meetings.
· Participating in public and partner engagement on local policing issues.
· Liaising with senior officers from North Yorkshire Police and other agencies.
· Keeping informed of developments in both local & national policing.
· Challenging the police service when necessary to ensure value for money and quality of life for our communities.

Changes to the complaints procedure
From 8 May 2008 the responsibility for considering complaints that a member may have breached the Code of Conduct is moving to the standards committees of local authorities.
What this means to you
After 8 May 2008 if you want to complain about the conduct of a member of North Yorkshire Police Authority, you must submit your complaint to:

The assessment sub-committee can only deal with complaints about the behaviour of a member. It will not deal with complaints about things that are not covered by the members’ Code of Conduct. If you make a complaint to the assessment sub-committee it must be about why you think a member has not followed the Code of Conduct.
Police Chiefs in North Yorkshire have vowed to continue supporting community events that are “part and parcel” of local life and have pledged to work with partners to reduce and simplify bureaucracy.
Chief Constable Grahame Maxwell has been working with North Yorkshire Police Authority to find a balance between working within the law, supporting local community events and the need to work within existing resources and budgets.
Under the current policy, police charges will be levied on around 19 of the 850 events supported each year by the force of which only 5 are community-linked events.
Police will look again at these events where organisers or local councils have raised concerns and work with partners towards issuing a clear guide outlining the rare occasions when charging for deployment of additional officers is appropriate.
The Force and Authority will also be talking to partners, especially local councils, about how all agencies might work together better to support local event organisers.

North Yorkshire Police Authority has today appointed a new Vice Chairman as Jim Fender stands down his role on the Authority after 20years of working on behalf of the communities of North Yorkshire and the City of York to secure a more efficient and effective police service.
Bill Baugh - a member of the Police Authority since 2003 - will now take on the role after being voted in by the other members of the Authority at its public meeting in York.

The eight winning officers from last year’s Neighbourhood Police Officer of the Year awards will next week each hand-over a £250 donation to their chosen charitable cause as the search for this year’s Safer Neighbourhood Police Officer and Police Community Support Officer begins.
This year’s process will see each Safer Neighbourhood Team having one Police officer and Police Community Support Officer (PCSO) being nominated to the next stage of the awards process. Each of the 17 Safer Neighbourhood Team nominations for both the Police Officer and PCSO will be considered in partnership with the local Crime and Disorder Reduction Partnership (CDRP) for the accolade of being the Safer Neighbourhood Police Officer or PCSO for their CDRP area.
The Authority will then receive 8 nominations for both categories and it is from these nominations that one Police Officer and one PCSO will be chosen to represent the Force at the national Community Police Officer Awards held in November.

North Yorkshire Police Authority today set the 2008/09 policing budget at £132.2million.
This will mean that the police element of the council tax will increase by 4.3% - the equivalent of £7.97. The average Band D property will pay £193.37 for North Yorkshire Police during 2008/09.

PUBLIC VIEWS SOUGHT ON POLICE COUNCIL TAX
North Yorkshire Police Authority is seeking the public’s views on what the Police element of the council tax should be for 2008/9.
£127.6m is the budget for policing York and North Yorkshire in the current year. Of this sum, over 57% is met through central government grants but the remainder is collected as part of the council tax bill.
The current element of Band D council tax for policing is £185.40.
North Yorkshire Police Authority’s council tax increase has been the lowest in the Country for the last three years, at 3% or under.

North Yorkshire Police Authority today (18/12/07) revealed a £27m buildings replacement/refurbishment plan over the next 5 years to place policing at the heart of local communities.
The move will see police officers based in community facilities - such as libraries, health centres, schools and shops - answering the call from public and business for a more visible presence.
North Yorkshire Police Authority have agreed the Property and Facilities Strategy as part of Chief Constable Grahame Maxwell's 'Roadmap to 2012' - his vision to deliver high quality, community based policing to North Yorkshire and the City of York.
Detailed work on planning for implementing the strategy will take place over the next few months and further details about plans will be given as projects develop.

North Yorkshire Police Authority has cautiously welcomed today’s announcement from the Government on the amount of money to be given to NYPA in 2008/09 for policing.
NYPA will be given an overall increase in base grant of 2.5%. This increase will give £74,797,612 compared with the current year’s grant of £72,973,280. NYPA will also get £5.5m in specific grants; the same as this year.
NYPA will receive the lowest level of increase nationally, a ‘floor level’ of 2.5% compared with 3% floor level this year.

The North Yorkshire Police Authority today heard that a decision to supply ‘command platform’ vehicles to senior ranks no longer stood up to scrutiny.
The Authority is also to carry out a wider value for money review of how the force can best use its fleet of vehicles to police what is England’s largest Police area covering 2 million acres and over 6000 miles of roads.

A Police Authority Auditor’s review has concluded that there is no business case to continue providing ‘command platform’ vehicles to senior ranks.
For the past three years the Force’s Superintendents and Chief Superintendents have been provided with Volvo V70s or Land Rover Discoverys. These vehicles have been both operational and available for the officer’s private use.
The Police Authority asked its Auditors to review the scheme and in particular to report on whether there was still an operational need and whether it still represents value for money.

Under the regulations within the Police and Justice Act 2006, North Yorkshire Police Authority would have had member vacancies from April 2008 when the separate category of Magistrates membership would have been repealed.
The arrangements for appointing new members to Police Authorities has been under National Review and the Home Office had now agreed to defer the implementation of new member arrangements until 1 October 2008. As a result, North Yorkshire Police Authority will begin its recruitment process during the Spring 2008.

North Yorkshire Police continues its impressive recent improvement in performance, according to recent figures released today by the Home Office.
Police Forces throughout England and Wales are graded annually against a range of police activities and the gradings for 2006/07 were published on Tuesday of this week.

North Yorkshire Police Authority considered its response on Monday to government proposals to change the way in which grant funding to police authorities is calculated.
In the current year, North Yorkshire Police Authority received £73m in government formula grant towards the cost of providing policing services in the area. The service will spend around £126m in 2007/08 and therefore the government grants amounts to around 58% of the total cost, the rest being made up of council tax precepts and a small amount of income.
The government is considering changing the way in which that grant is calculated and is consulting chief constables and authorities on those proposals. An analysis of the effect these changes could have shows that North Yorkshire Police could lose up to £10m in grant.

High visibility police patrols continue to be carried out across North Yorkshire as the force concentrates its efforts to protect and reassure local communities in the wake of the terrorist-related incidents in London and Glasgow.
The alert level across the country remains at “critical”, the highest possible, but it must be emphasised that no specific threat has been made to North Yorkshire or the City of York.
Chief Constable Grahame Maxwell said: “Our utmost priority is to keep our communities safe. To this end the number of high-visibility police patrols has been increased in selected locations. This is a precautionary move which I trust will be reassuring for members of the public.
“Experience has shown that it is communities that defeat terrorism. We need every member of the public to be vigilant, to report suspicious activity and to co-operate with the police and the other agencies whilst this state of alert continues. I am very conscious of the importance of community relations and we will be working with all our community leaders, including our minority communities, to ensure that the people of North Yorkshire are safe and feel safe.”

North Yorkshire Police Authority has appointed ADAM BRIGGS as the new Deputy Chief Constable of North Yorkshire Police, to succeed Ian McPherson who left last year to become Chief Constable of Norfolk Constabulary.
Mr Briggs successfully completed a two-day selection programme to take on the role and will join the force on 4th June 2007.

The Police Authority today (05/02/07) approved a rise of 3% in the police element of the council tax. This means an increase of £5.40 per year for a Band D property.
At its public meeting in Northallerton Methodist Church Hall, the Authority approved a police budget of £127,634,000 for 2007/08, an increase of around £4.5m compared to the current year.

The Chief Constable of North Yorkshire Police, Ms Della Cannings QPM BSc, announced to-day (31/01/07) that she will retire from that office with effect from 16 May 2007.
In a statement, Ms Cannings said ‘It has been an honour and privilege to lead North Yorkshire Police since 2002. The achievements of the service over that period have been outstanding and I leave my successor with an organisation fit and ready to take on the many challenges which face the police service.’

PC Keith Carrick based at Whitby was awarded the title of North Yorkshire’s Community Police Officer of the Year at a gala presentation ceremony, sponsored by British Telecom, held at Hovingham Hall near Malton on Friday 21 July.
Scarborough Detective Ray Roberts received a Lifetime Achievement Award.
Harrogate Probationer PC Leigh Plume received the award of Student Officer of the Year.
The award of Special Constable of the Year and the Glenn Goodman Trophy went to Section Officer Jerry Holland from York.
PCSO Peter Lewis made it a double success for Whitby when he became the first ever Police Community Support Officer of the Year.

North Yorkshire Police Authority has responded to Police Minister Tony McNulty’s comments today that the Government was rethinking its policy on police force mergers and that it would be looking to have further discussions with police leaders about other options to improve service provision.
North Yorkshire Police Authority was one of a number of police authorities in the country which had previously expressed conditional support for a merger - in NYPA’s case a merger of all the four forces in the Yorkshire and Humber region.

The Police Authority want to know the views of the public on the Home Secretary’s intention to merge all 4 police forces on the Yorkshire and the Humber region.
The Authority has until 11 August to submit objections to Home Secretary, John Reid and NYPA is again anxious to consult the public before coming to a view.
The Home Secretary intends to seek restructure the current 43 forces in England and Wales to address present deficiencies in tackling the most serious crimes. North Yorkshire Police Authority will be consulting its communities on the issues arising from the proposals; what benefits people will feel from a restructured force but similarly what worries residents still have about the plans.
To complement the consultation, NYPA have also produced a briefing note to give some further detail on the proposal, to set out the pros and cons of the merger plans and to also answer some of the most frequently asked questions by the public.

North Yorkshire Police Authority today (07.04.06) agreed to submit a request to the Home Secretary, Charles Clarke to amalgamate the North Yorkshire Police area with other police areas in Yorkshire and the Humber region, but only if certain conditions were met.
The Authority considered a proposal from Home Secretary Charles Clarke to amalgamate all four current police services in the Yorkshire and the Humber region, to form one large force. The Authority decided that the proposal would be in the best interests of policing in North Yorkshire and the City of York and that the Home Secretary should be allowed to proceed with that amalgamation, if he agrees to the Authority’s conditions.

North Yorkshire Police Authority is to consider a proposal from Home Secretary Charles Clarke to amalgamate all four current police services in the Yorkshire and the Humber region, to form one large force.
The Home Secretary is proposing to restructure the existing 43 police forces in England and Wales (based on an Her Majesty's Inspectorate of Constabulary report; 'Closing the Gap') in order to improve 'Protective Services' (ie counter-terrorism, major / critical incidents, serious, organised and cross border crime) across the country. Home Secretary Charles Clarke has announced that he sees the amalgamation of Humberside and North, South and West Yorkshire forces to form a 'super' force across Yorkshire and Humberside as his preferred option for policing in the future within the Yorkshire and Humber Region.
Mr Clarke announced his decision to Chief Constables and Police Authorities at a meeting last night (21.03.06) at the Home Office and has given each Authority until 7 April to consider his decision. If all authorities do not decide to amalgamate voluntarily, the Home Secretary will pursue the making of statutory orders bringing the amalgamation into effect, probably from 1 April 2008.
In a joint statement to the media following this announcement, Chief Constables and Police Authorities throughout the region said
We consider it is of paramount importance that we steadfastly continue our focussed and committed approach to providing effective local policing to all our communities preserving and building upon the significant achievements that have already been made. Whilst this proposal represents numerous challenges and extensive change to meet the demands of policing the 21st century, in the best traditions of the UK Police Service we are united in assuring the public that we will work together to deliver a high quality policing service to the region.

The Chief Constables of the four police forces within the Yorkshire and Humber Region with the Chairmen of the four Police Authorities will be meeting with the Home Secretary at 5pm on Tuesday, 21 March 2006, at the Home Office in London.
The purpose of the meeting is for the Home Secretary to announce his decision as to the way he sees the future for policing structures within the region based on an assessment of the delivery of protective services (counter terrorism, serious and organised crime, major crime, civil contingencies, critical incidents, public order and strategic roads policing).
None of those involved will be available for comment until after the meeting with the Home Secretary.

Following its meeting at Northallerton on 6th February 2006, North Yorkshire Police Authority have set the police budget for 06/07 at £122.89mil. This has the effect of increasing the police element of the council tax by 2.27%.
For a Band D property in North Yorkshire, payments will now be increased by £4 per year to total £180.

The force’s efforts to reduce crime, disorder, anti-social behaviour and alcohol-related offences continue to produce positive results.
The latest figures for Operation Delivery + which was launched on 31 October 2005, covering the period up to 31 December 2005, show that overall reported crime has fallen by 2.5 per cent (9,716 from 9,973) with the crime detection rate standing at 35 per cent.
Violent crime has fallen 7.5 per cent (1,963 from 2,123) and the detection rate for violent crime stands at 76 per cent.

They decided that policing needs to change to ensure that the service has the capacity to deal with major crime and serious incidents across the county and that an amalgamation of all 4 forces in the Yorkshire and Humberside area could be the best way of achieving this.
The Authority will now be making their recommendations to the Home Secretary before Christmas. Following the review of the current 43 police force structure in England and Wales, stating that some Forces are potentially too small to deal with serious crime and major incidents, NYP and the Authority have been exploring the feasibility of amalgamation with one or more of our neighbouring forces in Yorkshire and Humberside. A report has to be with the Home Secretary by Christmas stating our preferred option.
Three potential viable options for change have been identified by NYPA/NYP in response to the Home Secretary’s request to look at amalgamation options:-
1. Full regional force incorporating the current police forces of North, South and West Yorkshire and Humberside.
2. Merging with West Yorkshire Police.
3. Merging with South Yorkshire Police and Humberside.

The Home Secretary has announced a review of the current 43 police force structure in England and Wales as it is no longer regarded as adequate for the challenges facing the police service in the future. HMIC's report, 'Closing the Gap', states that some Forces, like North Yorkshire Police, are potentially too small to deal with serious crime and major incidents.

With effect from today, North Yorkshire Police have introduced a new single telephone number 0845 60 60 24 7 for all non-emergency calls. Now anyone can contact the force using this number from anywhere in the country, with the added advantage that the call will be charged at the local rate.
The new number symbolically represents the fact that the police are available to provide a policing service 60 seconds of every minute, 60 minutes of every hour, 24 hours a day and 7 days a week. Importantly all calls will be charged at local rate.

The City of York Council has welcomed the latest successes in the city’s fight against crime.
In the first quarter of this financial year crime has fallen in York by 14 per cent over the same period last year, and the detection rate has soared to 31 per cent.
North Yorkshire Police’s crime detection rate has soared to 33 per cent, one of the best in the country.
And the force has been praised this month by the Home Office for its impressive progress in cutting crime and increasing the detection rate.
The Authority is looking for 3 people from the commuity to serve in a new capacity - as independent members of police misconduct panels.
